Overview
   

The New Jersey Department of Human Services (DHS) Division of Mental Health and Addiction Services (DMHAS) has a mission, in partnership with consumers, family members, providers and other stakeholders, to promote wellness and recovery for individuals managing a mental illness, substance use disorder or co-occurring mental illness and substance use disorder, through a continuum of prevention, early intervention, treatment and recovery services delivered by a culturally competent and well trained workforce. In furtherance of its mission, DMHAS contracts with and monitors various entities to provide and support mental health and substance use disorder services throughout the State in accordance with N.J.A.C. 10:30-1.1. Pursuant to N.J.S.A. 30:4-27.1 et seq., DMHAS designates, funds, and with the Department of Health, regulates the provision of mental health services at inpatient units in short-term care facilities, as well as the assessment, referral, commitment, and crisis intervention functions of screening centers. Pursuant to N.J.S.A. 39:4-50, DMHAS is responsible for the Statewide Intoxicated Driving Program. Pursuant to N.J.A.C. 10:30-1.1, DMHAS coordinates and manages substance use disorder treatment service delivery for criminal justice programs through collaboration with other State entities, including the Administrative Office of the Courts, most particularly the Drug Court Program N.J.S.A 2C:35-14 and N.J.S.A. 2C:45-1 et seq.; Department of Corrections, and the State Parole Board.

   
   

The DMHAS is the State Mental Health Authority and the Single State Agency (SSA) for substance use disorders, that plans, monitors and evaluates New Jersey’s mental health and substance use disorder prevention, early intervention, treatment and recovery efforts.

   
   

The DHS/DMHAS contracts with Rutgers University Behavioral Health Care to operate REACH NJ and the Interim Managing Entity (IME), which serves as a single point of entry for those seeking treatment for substance use disorders.

   
   

The New Jersey Substance Abuse Monitoring System (NJSAMS) is a web-based SUD treatment data collection and reporting system used by all licensed SUD treatment providers in New Jersey. Providers input basic demographic, financial, clinical and service information on all individuals enrolled and served in NJ’s SUD treatment facilities.

   
   

NJSAMS is also the portal for provider agencies who have contracts with DMHAS to participate in the SUD Fee for Service (FFS) Initiatives Network to request prior authorization for services. The request for prior authorization is sent via web services to a Fiscal Agent for electronic approval.

   
   

The DMHAS contracts for fiscal agent services with Gainwell Technologies, LLC, formerly CSC, for the web-based nj-das.net system that acts as an intermediary to process claims, collect service and consumer data, generate reports and make electronic payment to DMHAS contracted network provider agencies for level of care and enhancement services claims in the SUD FFS Initiatives including Driving Under the Influence Initiative, Recovery Court Program, Interim Services, Mutual Agreement Program State Parole Board, Medication Assisted Treatment Initiative, NJ Statewide Initiative, South Jersey Initiative, State Hospital Addiction Recovery and Education, and Substance Abuse Prevention & Treatment Initiative.
